Sorry for the confusion, Wendy. All I meant was that the draft will
move into the recommendation stages of the process, which happen to
occur in sequence.
I mentioned it because, according to the development process document
you linked to, W3C assigns the Candidate Recommendation maturity level
when "W3C believes the technical report is stable and appropriate for
implementation." Reading that I get the sense that this is my last
chance to comment, after which it's up to the W3C. If that's true, we
only have a week left.
