[Accessibleweb] headings for navigation lists?

Is there a best practice for including some sort of heading on navigation lists?  I have seen some sites that use headings such as an <h2> and position it off the page so screen readers can pick it up, but this <h2> is often higher in the page content source code than the <h1> and that bothers me.

Any ideas or examples from your own sites?
