I've used Alpine on Vista for nearly two years.

Maybe you have some Windows Firewall setting that is blocking IMAP 
connections?  The easiest way to test this is to turn off Windows Firewall 
temporarily.  If Alpine then works, the problem is a setting in Windows 
Firewall.
