[Alpine-info] rendering HTML in Alpine and Pine

I've been noticing that some messages contain a lot of "?" characters when 
displayed in Alpine (1.10), but if I look at the same messages in Pine 
(4.60), they look OK.  Looking a little deeper I see that in one case, 
the message was HTML and this was the offending part:

In Pine it looked like this:

I'd

In Alpine it looked like this:

I?d

So Pine had it right.

Is this a problem with my choice of settings in Alpine, or is Alpine just 
a little behind Pine on rendering HTML?
