[Alpine-info] HOME not used in looking for pinercex

I've just downloaded and installed Alpine 2.00 for Windows. It
successfully finds my remote_pinerc as specified in the registry but
doesn't find my pinercex in $HOME\Alpine\. The debug log shows

no, checking for default "C:\Program Files\Alpine\PINERCEX" in pinerc dir
no, there is no exceptions config

indicating that it's not trying to look in ${HOME}\ALPINE as described
in http://www.washington.edu/alpine/tech-notes/config-notes.html.

It does work if I use '-x c:\users\funnell\alpine\pinercex'
when invoking Alpine, indicating that the pinercex file is OK, and it
works with my Pine 4.6.4, indicating that my HOME environment variable
is OK:

Does Alpine in fact look in ${HOME}\ALPINE for pinercex? Or am I
missing something?
