[Alpine-info] Alpine "converts" UTF-8 encoded text file to us-ascii when attaching

I'm having trouble sending a UTF-8 encoded text file as an attachment in 
Alpine: when I attach the file, it is converted to US ASCII without warning 
and non-ASCII characters are replaced by "??". This is with Alpine 2.00. 
I can't see any settings relating to this, and Alpine doesn't tell me it's 
doing it.
