Yes. Unfortunately, I don't know of a good pedagogical resource. But, by
default, Ubuntu should be using UTF-8 unless you did stuff to change it.

There were lots of mistakes made in the design of MIME. In this
particular case, it was the failure to recognize that there would be mail
servers that append little turdlets to the end of messages.

I'm just a user of Pine/Alpine. I have done nothing with development in
that software for 10 months.
