These are combined using a logical AND not a logical OR. If you put an
address in both the To and the From pattern that means that the message
must be both To the address and From the address for there to be a match.
You probably want to put it only in Partic or only in To etc. The reason
the Recip and Partic patterns exist is because those are common ORs that
people want.

If you want some non-common OR you need to use multiple rules, one for
each piece of the OR (A OR B OR C).
