I don't know; I didn't write the filtering code. It sounds plausible.

Anything based upon search should have the same results. However,
non-search code has access to the raw subject data.

What does filtering do with MIME encoded-words?

Search converts header fields into the i;unicode-casemap form of UTF-8.
Thus, it is not possible to "search for headers that have encoded words"
because those are all converted into i;unicode-casemap. But you can
search for the resulting text. For example, a subject search in a message
that has
Subject: =?iso-8859-1?q?sch=f6nes=20M=e4dchen?=

will not match "iso-8859-1" or "f6" or "?=", but will match the German
word for "girl" entered in UTF-8.
