[Alpine-info] quotation marks appear as gibberish

BTW, you can hit A for a particular message to display the rich text part,
even with prefer-plain-text set. (Thanks for implementing my suggestion guys!)
I get a couple of types of email regularly with lame plain text parts
(something like "plain text representation not provided", sometimes even
nastier things), so this helps for those. (I try to get the situation fixed
when I can, and at least one instance in internal mail is going to be fixed
at some point... some is external marketing mail that I signed up for.)
