I'm possibly wrong, but I think you have to make sure that the alpine setting
Display Character Set               = <No Value Set: using "UTF-8">             

and whatever your terminal program thinks the display character set is
match... then I think it will "just work".  (i.e. I think it will translate
them into regular " and ' for example if you have US-ASCII set..... but
again, I could be wrong)
