Configuration is per /home/USER/.pinerc files, and there you configure you want maildir,
individually. For all new users, you could use /etc/skel/.
Then, you can create global configuration files. Per the man page:
/usr/local/lib/pine.info Local pointer to system administrator.
/usr/local/lib/pine.conf System-wide configuration file.
/usr/local/lib/pine.conf.fixed Non-overridable configuration file.
The man says how to create a sample/initial global configuration file.
