Internet access for free in some areas

Do you connect with this server through a local phone number or through
an 800 #?  It still sounds like a good deal if you can surf the Internet
for free. What happens if your computer somehow can't handle their
graphics but you don't 'disable' it in any way?  Will they talk or do
they charge for tech service?
