Sorry George, but as far as this goes they are not above the law - try
parking in a loading zone and see how accommodating they are to you!
A major Shopping center took the H/C space closet to an entrance and
designated it non-H/C specifically to "accommodate" UPS so they would have
a space where they could park a truck during ALL of the hours the mall was
open while the driver made pick-ups and deliveries - a call to the mall
management company resulted in the H/C designation being restored to the
space! (Not that there wasn't already a designated loading area at the
other end of the row of 8 H/C spaces! That area was "inconvenient for the
UPS drivers because it didn't have access to the retail side of the mall
stores!
No George, no quarter to UPS or USPS!
