Fraudulent Use of H/C parking& DMV error

Michael,
you bring up a valid point. I all to often see just this. I have plates on my 
van and I also have a placard for those occasions when i travel with friends. 
I have an ID card to show the placard is mine.  The police NEVER check those 
placards and ask for the ID, so there is much abuse. 

I just renewed my placard. I have used it all of twice maybe in years, but as 
it is free so I keep it. I just got the new ID card and noticed that the 
Number on my card does not match the placard!!! How on earth could DMV make 
such a mistake ?AND on top of that .... i pulled out the expired card yep, 
this one does not match my placard either! suggestions anyone?
