Hi Jim:

Yes, definitely. If all goes well during surgery, you should be able to move 
your stump just about any direction and lift it and get the muscles back in 
shape. I was born without a hip joint on the right side where they amputated my 
leg above the knee. After they built me a makeshift hip joint when I was 19, I 
was able to develop muscles and tendons that had been almost completely 
inactive for years and years.

Sounds as though you're getting lots of good advice and asking all the right 
questions -- I hope all goes well.
