It depends.  Someone who's a diabetic is more prone to infection, and thus
has to be more careful.  Depending what type of sock/liner/whatever goes
next to the skin, a bandaid may be too thick and may chafe skin at the
edges. If you use a liner, there are rules about what cream/lotion 
ingredients
the antibiotic ointment can have.

It's probably best to visit the prosthetist, and ask how to treat, what 
materials
to use, and see whether the prosthesis needs adjustment (or the human needs
more socks).
