Katie,
Sorry to hear about your husbands injury. If it doesn't get better I would go to a ortho dr and have them view the xrays and or take some more xrays hair line fractures are very hard to see and ER dr's are not trained to see these kinds of fractures. Speaking from experience my daughter fell and hurt her arm we went to the ER had xrays taken no break seen but still a few days later pain so took her to the ortho dr and he told me that they are hard to see and that it was a good that I brought her in for him to look he casted her and two weeks we went back no hairline fracture but the peace of mind was worth all the time and money spent.
As for the Parellel bars I can't believe a CP's office wouldn't make sure these things are secure before any patient stood between them the chance of falling is huge when you are standing on one leg especially if there might be a balance issue. I know when I'm at my CP's office and I dont' have a balance issue I'm always checking the bars before I stand up without my leg under me.
I hope your husband feels better soon and that his recovery is quick. Keep us posted on how he is doing.
