I received the below from Fourroux Orthotics and Prosthetics of 
Lousiana regarding the Barr Foundation soliciting for prosthetic 
donations from our Hope Manufacturer members for displaced Hurricane 
Katrina amputees. It appears fom Mr. Brown's at Fourroux comments below 
he would be charging  insurance providers for services and for the 
possible donations of components donated by manufacturers The Barr 
Foundation will not solicit for "donated" prosthetic components and 
supplies from manufactures for anyone who intends to charge the patient 
of third party payers.  

We will reserve our solictation for donated components and supplies   
for folks that have no other resources and that the provider agrees not 
to bill nor collect on the donated materials.  

Our guidelines are outlined below. If we can assit any legitimate 
requests, please let us know.

Thank you for everything that you and your foundation are doing to help 
those amputees that have endured the effects of Hurricane Katrina.  
Fourroux will certainly help out in any way possible and we want to be  
perfectly clear on what our mission and goal is in this relief effort.  
 

We have been servicing patients throughout the US for the past three 
years  and our goal has been to reach out to those amputees that are 
looking for something they have been unable to find elsewhere. Part of 
the service we offer those amputees is to provide them travel to and 
from Fourroux and hotel accommodations at no cost for qualified 
patients. We then work with their insurance provider for reimbursement 
of services and components that we use for their prosthesis.   

This program has been very beneficial for those amputees and we will 
offer that same program to the people affected by the Hurricane. We 
appreciate the offer of donated components from those manufacturers in 
your previous e-mail but we have in stock enough material to satisfy 
those  amputees that we service.   

Thank you for your endorsement of Fourroux and our sincere intention is 
to help those amputees get the urgent attention that they need. 

Thanks again for your involvement in helping those Hurricane victims 
and let us know if there is anything else we can do to help. Sincerely,

As the result of the below gracious solicitation and offer to help sent 
yesterday, the Barr Foundation has  received several requests for 
prosthetic supplies from parties not from Fourroux O&P but from persons 
without professional credentials of any kind and directly from 
amputees.  

In an attempt to better coordinate the requests and to better assure 
their proper application for prosthetic donations and supplies are 
directed to qualified practitioners at Fourroux O&P in Huntsville, 
Alabama thru the Barr Foundation, we suggest the following.  

Below are our guidelines for making requests thru Fourroux who can in 
turn make contact with the Barr Foundation. We will immediately contact 
the appropriate manufacture of the components or supplies desired to 
our Hope Donor manufacture members, Euro International, Alps South, and 
others from around the country who have  graciously offered assistance 
in donating components and supplies to Hurricane Katrina amputee 
evacuees.  

The Barr Foundation will request that the donors ship the items 
requested to Fourroux and our non-profit organization will acknowledge 
that contribution for the donors as a tax deductible donation.
