[Dhsvm-users] Runoff Generation through infiltration excess

Gooday All,

Maximum infiltration rate is specified by user for each soil type in
config file.
If rate of net rainfall reaching soil surface exceeds this, the depth of
water accumulated on the soil surface during a timestep becomes surface
water which is routed (with any other surface water, e.g., return flow)
as surface flow to adjoining downhill cells or to adjacent stream channels.
I'm not sure of the details.
