[Enhance] Dublin Core records

You should feel free to treat Dublin Core records just as you would any
other minimal-level record, and upgrade as you see fit.  If you upgrade
it completely, you may remove the 042 field.  Leave any Dublin Core 653
fields, though, unless they happen to be utterly incorrect.

By the way, I hope to have a report of the Enhance session at ALA
Midwinter last month out to you on the Enhance List before I leave again
on February 20 for the Music OCLC Users Group/Music Library Association
meetings in Memphis.  For those of you in MOUG, see you there.

I meant to ask this question at ALA but was unable to attend Jay's OCLC
Enhance meeting.

Anyway, I've been curious if we have any special obligations in
upgrading records that originated as Dublin Core.  These records are
defined as:

Record is converted from a simple resource description record in another
syntax (e.g., HTML or SGML) using the Dublin Core metadata element set. 
The content of the record (descriptive elements and headings) may or may
not follow any cataloging standard (e.g., AACR2 or ISBD). The OCLC
system supplies code dc whenever a user creates a record using Dublin
Core new.

Some records require little editing but in other instances we
extensively re-work the record to comply with AACR2, ISBD and PCC
standards. Are we obligated to keep DC fields? If the record is
completely reworked to be AACR, ISBD compliant, do we delete 042?
