[cac-alert] Network performance

   Computing & Communications is currently investigating widespread network
   performance complaints from people connecting into the UW network and from
   UW users attempting to connect to the Internet.  Network Engineers are
   currently working to determine the source of the problem.  Updates will be
   provided as soon as new information becomes available.
