[eOutage] UPDATE: UW Exchange

Blackberry services are now restored and users should be able to send and
receive email.

Engineers are continuing to diagnose the root cause and resolve the UW
Exchange slowness and disconnect while using Outlook issues.

Updates will be provided as new information becomes available.
