Tammy,

You might want to have a look at what NYC has done -- using its fleet of school buses that otherwise sit idle during the day to shuttle seniors to supermarkets. See

The South Park neighborhood has about 4000 people and is geographically bound by water, a recently-closed bridge, and industrial areas. Residents drive to nearby communities to shop because they have no groceries in their own neighborhood. Can anyone recommend case studies on how and whether to work with metro to create shopper shuttle routes?
