ENGINEERING TECHNICIAN
$3155 - $3833/month plus benefits
The City of Everett is currently accepting applications on an
open/competitive basis for establishing an eligible register for the Civil
Service
examination process for the position of ENGINEERING TECHNICIAN. This is
technical, moderately complex, para-professional engineering work
performed in the field and office. There are currently two positions open in
the GIS/Utility Mapping in the Public Works Division. The ranked Civil
Service eligible register established from the screening/examination process
will be used to fill all vacancies in this job class until the register
expires in 12 months or is depleted. Successful completion of a City-paid
pre-placement medical evaluation, which will include drug testing and
may include back x-rays, prior to appointment is a condition of employment.
Extensive background checks will be conducted. Any position
requiring a CDL, or the performance of a safety sensitive function will be
subject to the City of Everett’s random Drug and Alcohol Policy per DOT
regulations. Union membership is required for this position within 30 days
of employment.
JOB DESCRIPTION
Depending on the needs of the department to which the Engineering Technician
is assigned, the work will involve technical support for a variety
of tasks and projects related to the City’s Parks, Traffic, Public Works
design, Surface Water Management, and GIS/utility mapping functions.
Employees in this class may be expected to have technical knowledge and
proficiencies, gained through training and experience, in one or
more of the following areas: record keeping, graphics, hand drafting,
computer-aided drafting, use of GIS software, field research, and the
ability
to make construction materials estimates and related calculations. The work
of Engineering Technicians may be reviewed while in progress or
upon completion by a technical supervisor. Once an employee gains
proficiency in assigned tasks, more freedom of action is permitted handling
projects and priorities.
QUALIFICATIONS
The following knowledge, skills and abilities are considered to be critical
to successful performance in this classification:
Knowledge of civil engineering principles and practices as applied to the
development, construction, and maintenance of municipal
engineering projects.
Proficiency in the use of GIS, ARCVIEW, and ARCINFO softwares.
Proficiency in the use of civil engineering design software programs, such
as Eaglepoint and Softdesk.
Proficiency in the use of word processing, spreadsheet, and database
programs.
Knowledge of the terminology, methods, practices and techniques of
engineering drafting.
Knowledge of civil engineering calculations for roadways, sewers, and storm
drainage.
Knowledge of COGO, as it relates to plats and legal descriptions.
Knowledge of mathematics, including algebra, trigonometry, and statistics,
and skill in performing related mathematical calculations.
Knowledge of surface water management principles and practices, data
management software (Microsoft Excel, and Access), and standard
methods for the examination of water and wastewater.
Skill in communicating technical information effectively verbally, in
writing and through the graphic arts.
Ability to prepare short technical reports of collected data, including
graphics depicting statistical relationships.
Ability to operate computers using, but not limited to, NT and AIX operating
systems and related equipment.
Ability to establish and maintain effective working relationships with other
employees.
Ability to read and interpret civil engineering plans and drawings.
Possession of or ability to obtain a valid Washington state driver’s
license.
REQUIRED EDUCATION AND EXPERIENCE
Successful completion of a two-year course in civil engineering or GIS
technology at a community college or vocational institute, which included
courses in GIS mapping technology and related mapping software; AND one year
of technical experience directly related to GIS technology,
including work with public works and utilities, civil engineering, mapping,
aerial photography, and related mapping software; OR any equivalent
combination of training or experience.
EXAMINATION AND REGISTER ESTABLISHMENT
All applicants will be required to complete and submit in dark ink or typed
(1) the standard City of Everett application form and (2) the
Supplemental Questionnaire and (3) a detailed resume no more than three
pages in length. There will be a pre-screening of all applications. All
applicants must clearly and concisely indicate on the back of the standard
City of Everett application how they meet the minimum education
and experience requirements. The Supplemental Questionnaire will be
individually evaluated and scored and weighted 50%. A limited number
of applicants with the highest passing scores on the Supplement will be
invited to an oral panel evaluation, weighted 50%. A passing score on
both is required for placement on the ranked civil service eligible
register. The examination is designed to sample and measure the requisite
knowledge, skills and abilities.
