Federal Career Intern Program

Position: Interdisciplinary, GS-9*



*The position may be filled by either of the following disciplines:
Community Planner, GS-0020; or Economist, GS-0110.



This position has promotion potential to the GS-12 level. Promotion to full
performance level is contingent upon satisfactory completion of training
requirements and continuous satisfactory performance.



Salary: $47,655 - 61,956 per year

Location: Planning, Programs and Project Management Division, Planning
Branch, Plan Formulation Section, 4735 East Marginal Way South, Seattle,
Washington



Description of Duties: The position is an entry/intermediate level position
leading to the full performance level of GS-12. At full performance level:
Serves as a plan formulator on a variety of Civil Works investigations, such
as Continuing Authority, General Investigations, Construction General or O&M
funded studies resulting in a decision document. Studies address flood risk
management, ecosystem restoration, navigation, storm damage reduction, and
multiple purposes. Leads technical team members during the planning phase
of civil works projects, culminating in an approved decision document such
as letter report, feasibility report, or post-authorization change report.
Leads team through completion of six-step planning process, including
identification of problems and opportunities; inventorying of resources;
formulation, evaluation and comparison of alternative plans to address the
problems and opportunities; and selection and approval of the recommended
plan. In accomplishing this effort, must coordinate with project manager and
disciplines of other organization elements, agencies and sponsor to develop
and execute the project management plan for the planning phase of projects.
Coordinates with project delivery teams to develop plans, scopes of work,
and work schedules for the planning phase of Civil Works projects. Prepares
the plan formulation scope of work and reviews the scopes for all
disciplines to ensure a complete, policy-compliant planning process and
deliverables. Prepares, negotiates, and manages engineering service
contracts. Determines contract scope-of-work details and provides assistance
to District Architect-Engineer Pre-Selection and Selection Boards. Prepares
government fair cost estimates and negotiates contract with engineer
consultants. Participates in the evaluation of A/E proposals for conformance
with study requirements. Reviews monthly progress reports and verifies
payment invoices to assure work has been accomplished for which funds are
expended. Ensures planning policies and regulations are followed, and is
responsible for completion of the decision document and shepherding it
through the approval process. Prepares planning documents such as Peer
Review Plans, material for Feasibility Scoping Meetings and Alternative
Formulation Briefings, and draft and final reports. Assures that documents
are completed in accordance with study objectives, established format and
Corps of Engineers policies and procedures. Coordinates with Planning
Centers of Expertise and performs Agency Independent Technical Reviews of
planning documents, including serving as lead reviewer. Working with the
sponsor and public affairs staff as necessary, develops and directs a public
involvement program to inform and encourage the public to assume a full role
in deciding how water resources are developed and utilized. After
establishing a program of coordination and public contact, is responsible
for its implementation and effectiveness.





Qualification Requirements: Candidates must meet the minimum qualification
requirements in the U.S. Office of Personnel Management Qualification
Standards Handbook which is available for review in any Federal Human
Resources Office. In summary candidates must meet the following Basic
Requirements:



Community Planner series, GS-0020: (A) Degree: community planning; or
related field such as urban affairs, architecture, landscape architecture,
engineering, sociology, geography, economics, political science, or public
administration that included at least 12 semester hours in the planning
process, socioeconomic and physical elements of planning, urban and regional
economic analysis, and development finance OR (B) Combination of education
and experience--courses equivalent to a major in one of the above
disciplines, or a combination of related courses totaling at least 24
semester hours in any combination of the above disciplines of which at least
12 semester hours were in the planning process, and socioeconomic and
physical elements of planning, plus appropriate experience or additional
education. In addition to the Basic Requirements as outlined above,
applicants must have two years of progressively higher level graduate
education leading to a master's degree or master's or equivalent graduate
degree OR one year of specialized experience equivalent to the GS-7 level in
Federal Service. Specialized experience is experience that has equipped the
applicant with the particular knowledge, skills and abilities to
successfully perform the duties of the position, and that is typically in or
related to the work of the position to be filled.



Economist series, GS-0110: (A) Degree: economics, that included at least 21
semester hours in economics and 3 semester hours in statistics, accounting,
or calculus OR (B) Combination of education and experience--courses
equivalent to a major in economics, as shown in A above, plus appropriate
experience or additional education. In addition to the Basic Requirements as
outlined above, applicants must have two years of progressively higher level
graduate education leading to a master's degree or master's or equivalent
graduate degree OR one year of specialized experience equivalent to the GS-7
level in Federal Service. Specialized experience is experience that has
equipped the applicant with the particular knowledge, skills and abilities
to successfully perform the duties of the position, and that is typically in
or related to the work of the position to be filled.



Brief Description of the Federal Career Intern Program: The Federal Career
Intern Program is a recruiting authority allowing agencies to appoint
individuals in the excepted service at the entry level (GS-5/7/9) in a
variety of occupations for a 2-year internship. Individuals who
successfully complete the program may be converted to a permanent Federal
position. This program provides an opportunity to learn the Federal system
and the chance for challenging work experiences in their desired career
field. Benefits include vacation and sick leave, health and life insurance,
retirement benefits including a 401K equivalent, paid federal holidays,
family friendly leave and cost of living increases.

(1) All candidates MUST be citizens of the United States.



(2) Male applicants born after December 31, 1959, are required to complete
a Pre-Employment Certification Statement for Selective Service registration
prior to appointment. Failure to comply may grounds for withdrawal of an
offer of employment, or dismissal after appointment.
