X Resolutions

I am curious of two things about setting the resolution for X. I know it
is possible to set it up so that you can change resolutions using
Ctrl-Alt-(+/-) but, is it possible to set which one is used by default?
I.e. I type "startx" and want to start in the highest resolution as
opposed to the lowest (as is the current default). I tried changing the
order of resolutions in XF86Config but no luck. Also, does anyone know if
it is possible to set resolution on a per user basis? That way, one
person who likes to squint can, and another with reading glasses won't
have to.
