modem and perceived speeds

I have a 28.8 modem and I've noticed a significant performance difference
between windows and linux over this modem (an old supra express). Even
telnet and ftp work faster on win98 than linux!

What's the problem? Do external modems work better with linux? is it the
port speed(S)? I 've done some research and recently ordered an AOPEN 56k
ISA modem that was reviewd to do well with Linux systems. But I'm
wondering if I've not set up the modem to work with my linux system
properly (see above, port speed).

any ideas?
