Well, I would start by checking if the NT box can ping the redhat box.
If that doesn't work, then something more fundamental is going on
(someone correct me if I'm wrong, but isn't 0 in an IP address only used
when specifying an entire network like 192.168.0.0 ?).

I'm not sure what firewall rules you're looking for.  Typing ipchains -L
will list the ipchains ruleset configuration.
