Few questions (debian related)

use apt-get whenever possible. if something isn't available as a deb, then
use dh-make-perl.

I would choose 3.  Apt-get source apache, then use dpkg-buildpackage to
build the debs.  Are you sure you need to compile your own?  There are lots
of modules already packaged.
