I noticed the same problem on a friends computer.
I think the issue is that ifup and ifdown don't necessarily take care of
dhcpd correctly. In his case, we would set the ip address manually but
dhcpd would change it again after a few minutes.
To solve the problem when you need static ip addresses, make sure dhcpd is
not running.
