I like the zsh for win32 (ftp://ftp.blarg.net/users/amol/zsh).  The author has
stopped work on it so it is an older version. But it is still whole lot better
than the windows command window. The nice thing about it is that it doesn't
require the whole cygwin installation and native windows commands (cmd, start)
work fine on it.

Other possibilities are the "New Technology Shell"
(http://www.geocities.com/SiliconValley/Heights/6702/ntsh.html) and tsch
(ftp://ftp.blarg.net/users/amol/tsch, also old version).

bash unfortunately doesn't seem to have a standalone win32 port.
