No, not quite. Airbus is European. OSS is American (in part). If the 
government is pushing proprietary software over OSS, then it is pushing 
some American companies (e.g. Microsoft) over others (e.g. Red Hat).

Plenty of Americans work in OSS and OSS companies are on the stock exchange.

This is about money and power, plain and simple.
