[NHC List] Database for reference questions and answers; apologies for cross-postings

I'd like to put our reference questions into a searchable database for
us librarians as well as for the general public. Does anyone have
recommendations for low-cost ways to do this?  We don't have
QuestionPoint but that is the type of knowledge base I'd like to build.

 

What software have you found helpful?  Also note that I don't yet have
experience with Access or Php or mySQL or off-the-shelf programs like
ISYS. What do I need to learn?
