SIGS at APHA

Are there any issues we should consider before proceeding with the petition
to form the PHI SIG? Will there be costs associated with the SIG?  I feel
like I don't have enough information at this point.  Can someone clarify the
types of groups and their roles (SIGs, sections, caucuses)?
