Kathleen suggested looking at Betty Neuman's work .  The challenge  
that I have encountered when wanting to incorporate public health 
priciples into a nursing theory is that of trying to ensure that the 
principles and key concepts compliment each other as well as esuring 
that one is comfortable with the  nursing perspective.  I feel more 
comfortable with a wholistic as oppose to systems approach and have 
tried to connect Margaret Newman's work with in public health 
principles.  I wrote a paper based on a clinical situation  and it 
was well received. 
Note the paper was for a Masters In Nursing course.
