Problem toddler

I work with a Head Start program and we have a 3 year old who has never
eaten regular food---mom has been feeding him baby food, so he's passed
the physical readiness point for chewing---doesn't know how. Also, we
suspect that he is still taking a bottle cause he picks up his milk glass
and throws his head back to drink, spilling all over himself of course.
Other than taking time with this child, and cutting food into small
pieces, which we will gradually cut bigger as he (hopefully) progresses,
does anyone have any other ideas????
