Special selection priority will be given to eligible, well-qualified
surplus/displaced USDA applicants and eligible, well qualified

MAJOR DUTIES:

Incumbent serves as Division Director and establishes Division policy
and plans for program proposals and justifies policy and program
proposals to the Administrator and Under Secretary. In coordination
with Agency officials, the Under Secretary and other senior Federal
officials, formulates national policy for program management and
operations; initiates, oversees development of and maintains systems
and processes for monitoring and evaluation of program operations at
the regional, State and local levels; initiates, oversees development
of and maintains systems for national program resource allocation and
accountability; coordinates program efforts with other units and
officials in the Agency, other agencies within the Department , other
departments, State and local agencies, the food industry and other
groups; exercise delegated authority to oversee planning, direction
and execution of special long-term program initiatives to improve
local-level program management, increase program accountability,
implement new technologies in program management, implement new
program goals or address weaknesses in program management.


SELECTIVE PLACEMENT FACTOR: Knowledge of the operation of Agencies
that manage public programs providing health, nutrition, social, or
educational service nationally or internationally.

QUALIFICATIONS REQUIREMENTS:

Applicants are required to have one year of specialized experience
which has equipped them with the particular knowledge, skills, and
abilities to perform successfully the duties of the position and which
is typically related to the work of the position to be filled. This
year of specialized experience must be comparable to the next lower
grade in the Federal service. Time-in-grade restrictions apply.


EVALUATION CRITERIA: Provide on a separate sheet of paper or a
supplemental form examples of experience, training and awards that
demonstrate possession of the items listed below. YOU MUST ADDRESS
THE EVALUATION CRITERIA IN ORDER TO BE CONSIDERED.

A. Demonstrated ability to plan, implement, and manage food assistance
programs.

B. Ability to analyze and evaluate technical & non-technical
information in order to formulate policy recommendations.

C. Demonstrated experience in supervision, management, strategic
planning and utilization of human resources while achieving
affirmative action and EEO goals.

D. Ability to direct and coordinate the preparation of written
documents and to communicate information to policy officials and the
food assistance community.

E. Demonstrated ability to develop & maintain cooperative activities &
effective communications with key constituencies & cooperators in the
food assistance communities to help achieve program & management
objectives.
