*Russian Federation* The Food and Nutrition Policy Workshop --
organized
by the Ministry of Healthcare of the Russian Federation, the Ministry of
Science and Technology R.F., Institute of Nutrition of RAMS and support
from the WHO Program for nutrition policy, infant feeding and food
security -- was held in Golitsino Oct 13-17, 1997. Aims of the
preliminary workshop include: clarification of the commitment to
developing a food and nutrition policy; health priorities that have been
identified to develop a food and nutrition policy; what consensus exists
regarding the proposed content of a food and nutrition policy within the
health sector.
The following lessons were learned:
1. there is commitment in Russia to develop a food and nutrition policy;
2. there is consensus within the health sector that a food and nutrition
policy needs to be developed for Russia;
3. there is not yet consensus between the different health sectors
concerning the content of the food and nutrition policy;
4. there is a debate within Russia about whether the priority is to focus
solely on deficiency diseases rather than on the determinants of the high
mortality and morbidity rates;
5. the value of being able to draw upon international experience of
developing and implementing food and nutrition policies at local, regional
and national levels was recognised.
6. there is much to be gained from building horizontal lines of
communication between health professionals in different regions of
Russia
as opposed to reliance upon vertical 'command' structures of policy
implementation.
Future workshops on food and nutrition should highlight:
i. the need to nurture the development of civil society;
ii. the determinants of health in relation to the high premature
mortality figures in Russia;
iii. the need for intra-sectoral collaboration within the health sector,
as well as multisectoral collaboration;
iv. the need to inform and involve consumer organisations and agencies;
v. the need to inform and involve the agricultural and food sectors about
current health issues and consider which agricultural policies are
consistent with promoting health;
vi. strengthen the alliances between different sectors involved with
food, including environmental concerns;
vii. strengthen Russian awareness of the food and nutrition initiatives
in other countries regarding health promotion and disease prevention.
