Folic acid and whole cereals

Hi,

I'm a French Student in human nutrition. I'm working about a 'nutritional
wheat bread' and I had a question : in the USA, wheat flours are enriched
in folic acid whereas the daily consumption of 150 g of whole wheat flour
brings 45% RDA of folic acid.
Why is the white flour enriched ?
I think that it is easier to eat whole wheat products that allows a better
status in folic acid.
