My understanding is that it is by invitation only.  Since it is being  sponsored by USDA and US DHHS you might check the web pages for those two agencies, and ask the regional consultant contact for either USDA and/or DHHS for whatever region you are in.  There have been periodic request for input that I have received as the chronic disease nutrition contact in my state.  You might also check with your one of your state nutritionist (ie WIC  program)...
