Evaluation Specialist II

The Cancer Prevention and Nutrition Section of the California Department of Health Services has a full-time position for a highly energetic team player for the California 5 a Day Campaign and the California Nutrition Network. The position is based in Sacramento. The Evaluation Specialist II is responsible for developing and implementing a variety of activities related to evaluating a multi-program, multi-site statewide nutrition social marketing campaign, including implementing an evaluation plan of CPNS activities; training staff and contractors on evaluation theory, criteria and expectations; analyzing evaluation data; and documenting evaluation results. The Evaluation Specialist II works as part of the research team, and specifically collaborates with the CPNS Chief, Research and Evaluation Unit Lead, and half-time Evaluation Specialist to maintain theoretical consistency between statewide evaluation design and program implementation. This position will work with program managers and external advisors to: lead in the development of a Social Marketing Evaluation and Planning Manual; determine training and technical assistance needs of local grantees and assist them to develop and refine their nutrition education intervention and evaluation strategies; develop and conduct training and technical assistance for grantees on assessment and self-reflection for quality improvement and program implementation; refine and coordinate data tracking systems, databases, data collection, and data analysis for on-going feedback from multiple grantee sites; review and synthesize key themes, outcomes, and lessons from evaluation and project activities; provide analysis for quality improvement of Partnership technical assistance and grantee support; develop written analyses, resource documents, case studies, reports and literature reviews; and work in concert with program directors and staff on cross-disciplinary activities and events.

Requirements: Masters, ABD, DrPH, or Ph.D. in public health, psychology, social science, nutrition, public policy or related discipline. Need experience working with diverse community-based groups and institutions in participatory models of evaluation. Applicant should possess demonstrated knowledge of models of behavior change and of evaluating systems change and capacity-building initiatives. Experience in: evaluation design and implementation; consultation and technical assistance; and developing and managing processes and systems for evaluation and assessment. Must have exceptional interpersonal, written, and verbal communication skills, and the proven ability to communicate with diverse audiences in a multi-culturally competent manner. Starting salary is $52,344-57,578 per annum with excellent benefits. A writing sample that demonstrates experience in program evaluation will be requested.
