[Pine-info] default encoding on reading mail?

I receive quite often mail which doesn't specify any encoding, but uses 
latin-1, or some Windows encoding. Is there a way to specify the default 
encoding Alpine is assuming when decoding a mail, when there is no 
encoding specified?

Or: is there a way to specify the decoding on a message-by-message basis?
