Last week, on the third anniversary of the welfare law, the Children's
Defense Fund released a report on U.S. children in "extreme poverty" (below
one-half of the poverty line).
CDF found that the number of such children rose by a statistically
significant 426,000 from 1996 to 1997, according to government survey data,
once noncash benefits (especially food stamps) and taxes are counted as
income.
The increase in extreme child poverty was concentrated among children in
mother-only families - - their increase in extreme child poverty was 26
percent - - and was linked to the weakening protective role of public
assistance and food stamps, CDF found.
The analysis examined 1997 data from the Census Bureau's Current Population
Survey. The Census Bureau is expected to release newer, 1998 poverty data
next month (September 1999).
