As you all may recall MN won a victory against the tobacco industry
and managed to keep most of the tobacco settlement dollars focused on
tobacco prevention. Below are two important positions that are key to
continue the work. Smoke-Free Coalition (a non-profit) has been the
keystone of all the advocacy work to reduce youth access to tobacco
and led the charge in keeping settlement dollars focused on
prevention. The MN Department of Health is the administrator of the
prevention dollars. Please circulate these job positions to

Minnesota Smoke-Free Coalition
Advocacy Director
The Minnesota Smoke-Free Coalition seeks an Advocacy Director to be
responsible for expanding and mobilizing support for policies to
reduce tobacco use in Minnesota. The Minnesota Smoke-Free Coalition
is one of the most innovative and effective tobacco control advocacy
organizations in the country. The Advocacy Director plays a pivotal
role in an extraordinarily exciting and dynamic organization staffed
by dedicated, creative professionals.
HISTORY AND MISSION
The Minnesota Smoke-Free Coalition is a non-profit advocacy
organization that supports and advances strong policies to reduce
tobacco use in Minnesota. Established in l984, the Coalition has
advanced legislation to provide smoke-free health care, schools, and
day care centers; to decrease minors' access to tobacco and to
increase the tobacco excise tax. Most recently, the Coalition was
instrumental in spearheading support for the establishment of a $490
million dollar tobacco prevention endowment in Minnesota. This is an
exciting opportunity to join the Coalition during this period of
dynamic expansion in tobacco control.
The organization is very non-hierarchical and collegial. The culture
is non-bureaucratic. Open discussion of ideas is encouraged. Staff
exercise a great deal of discretion and are expected to take on a
high level of responsibility for programmatic decision making.
THE ADVOCACY DIRECTOR
The Advocacy Director will play a key strategic role in developing
policy priorities. S/he will work collaboratively with other staff,
Coalition members, and the broader tobacco control community to
provide credible and effective advocacy on a range of tobacco control
issues. Future tobacco control issues include policies to protect
people from secondhand smoke.
Responsibilities include:
Define and support policy priorities:
The Advocacy Director will work closely with public and private
organizations to create tobacco control advocacy strategies for the
Coalition. These strategies must recognize and integrate the needs
of the many stakeholders in the state, including government agencies
and the medical, public health, voluntary and business organizations.
Training and technical assistance:
The Advocacy Director will provide technical assistance and training
to public health advocates and elected officials on local tobacco
control issues.
Positioning for statewide campaigns
The Advocacy Director will work with the Coalition's strategic policy
and communications team to design creative and effective means of
engaging the public in critical tobacco control issues and inspiring
the public to exercise its political voice.
QUALIFICATIONS AND EXPERIENCE
Education:
Bachelors Degree; an advanced degree in political science, public
policy, or related field is strongly preferred.
Experience:
Experience working in community organizing, with a coalition, and/or
as an advocate for a public policy issue. A successful record of
building political power through mobilization and organizing
grassroots organization around an issue-related campaign.
Demonstrated success in the non-profit or government sectors with
experience setting strategy and focusing on outcomes and results.
Related skills:
**Excellent writing, interpersonal communications, and organizational skills.
**Proven ability to establish exceptional relationships and work
cooperatively with a wide range of professionals representing public
and private organizations, elected officials, and others.
**An excellent spokesperson who can represent the Coalition and the
public health issues and values it serves.
**Flexibility, energy, self-reliance, and a sense of humor.
COMPENSATION
The salary will be both competitive and commensurate with the
successful candidate's experience. The Coalition offers an
attractive fringe benefit package.

The Minnesota Department of Health, St. Paul , Minnesota is accepting
applications for the position of Tobacco Prevention and Control Manager.
This is a classified position managing the Tobacco Prevention and
Control Section in the Division of Family Health. This position
will set the direction for
overall management of program activities and play a leadership role in the
planning, coordination, development, implementation and evaluation of
an integrated statewide comprehensive program to reduce tobacco use.
Applicants must have an advanced degree in Public Health, Public
Administration, Health Policy, Health Education or related field and
three years of experience as a manager or supervisor of professional
staff and two years of professional level
experience working in tobacco prevention or other health risk behaviors.
