for Substance Abuse Treatment (CSAT), Division of State and Community
Assistance, Performance Partnership Grant Program Branch, Rockwall II
Building, 5515 Security Lane, Rockville, Maryland. Serves as Branch Chief,
managing all Block Grant activities. Initiates, plans, develops and
executes a program to carry out the management of the Branch. Ensures
coordination of all activities related to the Substance Abuse Prevention
Treatment (SAPT) Block Grant program and related contract and grant
programs. Participates with the Division Director in the formulation,
implementation, coordination, and evaluation of Division programs, policies,
regulations and courses of action. Formulates and executes policies which
guide the provision of grant assistance to State and local treatment
programs and provides direction for the development and implementation of
mechanisms that ensure the effective enhancement of such programs.
Initiates meetings and maintains liaison with State and local program
officials, administrators, and policymakers to identify program needs,
establish priorities and protocols, and assess the management of treatment
programs and use of Federal funds in accordance with Federal laws.
Supervises a branch of professionals and support staff, including project
officers and team leaders engaged primarily in professional and support

for Mental Health Services (CMHS), Division of Program Development, Special
Populations and Projects Prevention, Program Development Branch, Parklawn

advisor at the Center for Mental Health Services for minority health
programs and cultural competence initiatives. Plans, develops, organizes
and direct programs designed to improve the quality and effectiveness of

Provides authoritative national leadership, guidance, and direction to the
mental health services community in developing and promoting efforts to
address areas of critical importance to the delivery of quality mental

comprehensive analyses of the framework of Federal, State, and local
government regulations and public policies influencing the delivery of
mental health services to minority populations. Serves as senior advisor to
top management officials in the Division, Center and Agency on all issues
affecting persons of racial and ethnic minority groups and the design of
culturally competent programs. Represents the Branch, Division, and Center
on committees, workgroups, and task forces and at meetings and conferences
as an authority on public policy governing the delivery of mental health

advisor for women's issues, projects related to the prevention of mental

Provides authoritative leadership, guidance, and direction to the mental
health and behavior health services community in promoting the development

quality mental health services to women. Serves as the Center's principal
liaison with the SAMHSA Advisory Committee for Women's Services. Promotes
outreach and collaboration among organizations, especially PHS components,
in addressing priorities for the improvement of prevention and treatment
services provided to all women served by the mental health system. Directs
the preparation and submission of reports to Congress, identifying the most
effective methods for providing mental health services to women and other

of the Administrator (OA), Office of Policy and Program Coordination,

senior analyst for the Agency's cross-cutting policy development,
coordination, and analysis activities. Develops, analyzes, and coordinates

participation to ensure agency-wide responses to initiatives, questions or
suggestions emanating from the Office of Secretary, OPS, other Federal

for Substance Abuse Prevention (CSAP), Division of State and Community
Systems Development, State and Community Systems Applications Branch,

project officer with primary responsibility for providing substantive health
administration advice and leadership to ensure that grantee organizations

Development, Clinical Intervention and Organizational Models Branch,

substantive health administration advice and guidance to ensure that project
activities in the area of substance treatment, as well a associated problems
of alcoholism and mental illness, successfully meet the needs of identified

treatment and populations served. Develops and implements strategies to
promote dissemination of knowledge obtained through projects and related

Public Health Advisor (Trainee), GS-685-07 (COTA); $29,966-$38,958
per annum; promotion potential to GS-12; Center for Substance Abuse
Prevention (CSAP), Division of Knowledge Development and Evaluation,
Rockwall II Building, 5515 Security Lane, Rockville, Maryland. The trainee
is assigned a variety of developmental assignments of progressive difficulty
which will enable the incumbent to become familiar with public health
administration and project officer activities conducted by the Division of
Knowledge Development and Evaluation. Assignments are structured to permit
the incumbent to participate in supervised projects and to assist the
Division Director and project officers in carrying out technical assistance
activities. Assists in the monitoring of ongoing grants or contracts;
