Provides leadership and direction for Coop-wide population-based clinical
planning and improvement work.  Collaborates with other Strategic Services
& Quality division and Co-op leaders to provide overall strategy for
designing and implementing methods to increase clinical & effectiveness.
Leads and directs resources to support delivery system areas responsible
for implementing statewide/divisional/local clinical quality and
operational improvement strategies
