[pubcookie-dev] virtual host changes

I made some changes to make virtual hosts work.  I think that you
should be able to have multiple virtual hosts with different pubcookie
keys now!  At least, I managed to make my test machine serve 2 virtual
hosts.  There's still some cleanup to be done, but progress is
happening.  

The code is all on the security-context branch, and should be
otherwise in sync with what is on the trunk.

Note: making pubcookie work under Apache 2.0 is going to be hard,
because of how the config stuff is still set up.  It still uses a
global variable in one place, and I wasn't motivated enough to fix it,
since I could work around it.

I'm getting these urges to write an Apache 2.0 module from scratch.
Maybe I'll get motivated when I'm bored over the holidays.
