Bug 99 is separate, but Steve's looking at the
discussion so far and will either fix it or tell us
why it should wait until after 3.0 is released (for
example, if he thinks it requires more significant
work than has been suggested so far.)

The change discussed in this thread, which was
checked in to cvs by Steve today, simply makes it
easier to enable the use of directives in htaccess.
That in turn makes it easier to document.
