[pubcookie-dev] http redirect: PORT80_TEST couldn't work

after authenticated, could pubcookie redirect to http://... instead of 
https://...? 

I tried to use the #define "PORT80_TEST" in src/index.cgi.c and 
src/mod_pubcookie.c, but it couldn't work. why?
